IMRA outlines how instructional materials will be reviewed, with the SBOE having final authority on the process, criteria used, and approvals.

The IMRA process was enacted under House Bill (HB) 1605 and brings new components to a single, State Board of Education (SBOE)-governed review of instructional materials.

Instructional materials submitted in the IMRA process are reviewed for Texas Essential Knowledge and Skills (TEKS) and English Language Proficiency Standards (ELPS) alignment, factual errors, suitability, quality, physical/electronic specifications, and parent portal compliance.

Proclamation 2024

The State Board of Education (SBOE) issued Proclamation 2024 at its April 2022 meeting to call for science, grades K–12; technology applications, grades K–8; Personal Financial Literacy and Economics; and several CTE courses. The SBOE is scheduled to adopt materials for Proclamation 2024 in November 2023. The adopted materials will go into classrooms in the 2024–25 school year.

The SBOE issued Proclamation 2022 at the April 2020 meeting to call for health and physical education instructional materials. The adoption of materials under Proclamation 2022 is scheduled to occur in November 2021. The adopted materials are scheduled to go into classrooms in the 2022–23 school year.

Post-adoption samples for Proclamation 2022 were due March 28, 2022.

2021

The SBOE issued Proclamation 2021 at its June 2019 meeting to call for English and Spanish prekindergarten systems. The adoption of materials under Proclamation 2021 is scheduled to occur in November 2020. The adopted materials are scheduled to go into classrooms in the 2021–22 school year.

Under Proclamation 2021, State Board of Education (SBOE) is inviting bids to furnish instructional materials for English and Spanish prekindergarten systems.

The State Board of Education (SBOE) issued Proclamation 2020 in April 2018. The adoption of materials under Proclamation 2020 is scheduled to occur in November 2019. The adopted materials are scheduled to go into classrooms for the 2020-2021 school year.

The SBOE requires that all Proclamation 2020 pre-adoption samples of instructional materials submitted for adoption be made available to the public online. The samples are copyright protected and for review purposes only. A link to those samples is posted below.

2019

The State Board of Education (SBOE) issued Proclamation 2019 in April 2017. The adoption of materials under Proclamation 2019 will occur in November 2018. The adopted materials are scheduled to go into classrooms for the 2019-2020 school year.

Proclamation 2019 called for instructional materials in the following courses:

English Language Arts and Reading, grades K-8
Spanish Language Arts and Reading, grades K-6
Spelling (Spanish and English), grades 1-6
Handwriting (Spanish and English), grades K-5
English Learners Language Arts, grades 7-8
Personal Financial Literacy

The SBOE requires that all Proclamation 2019 pre-adoption samples of instructional materials submitted for adoption be made available to the public online. Samples are only to be accessed for review purposes and may not be reproduced without the consent of the publisher. Links to those samples will be posted after May 4, 2018.
