Instructional Material Support

EMAT is the online state ordering system for instructional materials and Instructional Materials Technology Allotment (IMTA) funds.

For an overview and training, please visit the TEA website for further information. Once EMAT training has been completed and documented per LEA guidance, apply for EMAT access through TEAL. 

EMAT is typically closed for maintenance from the end of March through mid-May. 

There are two types of ordering processes in EMAT: requisition and disbursement. 

• A requisition is an order for instructional materials placed in EMAT in which TEA sends the order directly to the publisher and deducts payment from a local educational agency's (LEA) Instructional Materials and Technology Allotment (IMTA) fund, State Board of Education (SBOE)-Approved Instructional Materials entitlement, and/or their State-Developed Open Education Resource (OER) entitlement. • A disbursement is a request for Instructional Materials and Technology Allotment (IMTA) funds in EMAT that local educational agencies (LEAs) use to purchase instructional materials, technological equipment, or technology services. Disbursements can be used to purchase state-adopted and State Board of Education (SBOE)-approved materials as well as non-adopted or approved materials. Certification of Provision of Instructional Materials

Due by May 1, 2025.

Local educational agencies (LEAs) are required to certify annually to the State Board of Education (SBOE) and the commissioner that students have access to instructional materials covering all Texas Essential Knowledge and Skills (TEKS) for all required subjects, except physical education, per Texas Education Code (TEC) 31.1011.

The certification process for the school year 2025-26 requires:

• the completion of the Certification 2025-26 Form;
• ratification of the Certification 2025-26 Form by an LEA's board of trustees or governing body in an open, public-noticed meeting; and
• submission of the Certification 2025-26 Survey with the ratified Certification 2025-26 Form attached.

The Certification of Provision of Instructional Materials 2025-26 Survey submissions are typically processed within five business days. After a submission is processed, access to instructional materials funds in EMAT will be grants. 

Completion of the Certification Process is required to regain access to instructional materials funds for the 2025-26 school year.

OER Transition Plan

Due by the start of the academic year. 

• To qualify for Bluebonnet Learning
• Required when:
  • initially adopting SBOE-approved instructional materials for any grade level or subject/course;
  • expanding implementation of SBOE-approved instructional materials to additional campuses and/or grade levels.
• Adopted before the start of the academic year
• Doesn't have to be submitted to TEA, but readily available for review by the Commissioner.
• Report the completion of the transition plan in EMAT and house locally.
• Region 12 offering a transition plan workshop on April 29

EXCEPTION

• Any school district or open enrollment charter school participating in Strong Foundations Implementations for Bluebonnet Learning is not required to adopt a transition plan.
• Current school year or prior participation in Strong Foundations Implementation or other Texas Education Agency instructional materials and implementation grant programs does not qualify for the exception.
