
Noneducational Community-based Support Services funding
is annually made available to school districts for
the provision of noneducational community-based support
services to certain students with disabilities and
their families so that those students may receive an
appropriate free public education in the least restrictive
environment according to the Texas Education Code §29.013.
Only school districts may
apply for these funds. Application is a local district decision and is
strictly voluntary. The purpose of these funds
is to provide periodic, short-term noneducational
services for students receiving special education
services, who are at risk of residential placement
for educational purposes.
They may not be used for:

that can be provided through the student's IEP
as a part of their educational program |

Services provided while students
are in residential placement |

Intensive or long-term care services |
Applications for 2007-2008 may be submitted beginning
August 1, 2007. Applications received by September
30, 2007 will be given a September 1, 2007 effective
date. School districts wishing to apply for noneducational
funds should review the following guides before completing
the application.

Noneducational funding application and blank forms
The application for noneducational funds must be
initiated and completed by the school district. It
requires collaboration among the Local Education Agency
(LEA), and the Community Resource Coordination Group
(CRCG). Noneducational funds are available on an annual
basis for services provided between September 1 of
the current year and August 31 of the following year.
All expenditures and payments must occur between those
dates.

for download below. The following procedures apply:
- Applications must be completed under
the direction of an administrator with authority
to expend school district funds.
- The application may not be completed
by service providers, parents, or community agencies.
- LEAs
should plan on 30 days to process an application
for noneducational funds. The completed application
must have the following signatures before submission
to ESC Region 12 for review
- Superintendent of single
member district/ Chief Educational Officer (CEO)
or Superintendent from the fiscal agent district
for the special education Shared Service Arrangement
- Chairperson or Coordinator of the appropriate
Community Resource Coordination Group (CRCG).
- Applications
for the 2007-2008 school year must be submitted
to ESC Region 12 prior to October 30, 2007.
- Requests for funding after that date will be
considered for critical needs funding based on
the following priorities.
- New
students returning from residential placements
for educational reasons
- Students at-risk for
residential placement for educational reasons
- Additional
funding for students currently receiving
services from this funding source
- Requests
received after September 30, 2007 will have
an effective date of the date received at
ESC 12.
- Applications
for critical needs funding must be submitted
to ESC Region 12 by April 28, 2007.
