ESC REGION 12 ANNOUNCES
REGIONAL SUPERINTENDENT OF THE YEAR

WACO, TEXAS — Education Service Center (ESC) Region 12 is pleased to announce that Dr. Rose Cameron, Superintendent of Copperas Cove ISD (CCISD), has been named the 2009 Region 12 Superintendent of the Year (SOTY). This honor makes her a nominee for state SOTY as well.
"I am delighted to hear that Dr. Cameron has been named Superintendent of the Year. She has made a big difference for Copperas Cove ISD and has set the bar on running a quality school district,” Executive Director Tom Norris said. “She truly deserves this honor for her efforts.”
While at CCISD, Cameron had high expectations of herself, her staff and her community. She communicates those expectations clearly and empowers each person to do his or her job. She has spent a great amount of time conducting board training and has provided a high level of leadership in policy development. This is evident in the most recent success of CCISD being named the largest 5A “Recognized” District in the Region 12 area. Cameron kept the district in exceptional financial standing while approving a new Energy Management Policy, to make the district more energy efficient. She has also been aggressive in seeking grant funding sources to ensure that CCISD is able to offer full day programs for three and four year old students.
Not only is Cameron a leader in her school district, she is one in her community. She is closely involved in community leadership teams and participates collaboratively with the Chamber of Commerce, the City of Copperas Cove and the Economic Development Corporation to promote the Copperas Cove community. She is active in the Lions Club and has served as president since 2007. She is also on the Board of Governors for the Association of United States Army, and serves on the boards of the Copperas Cove Public Education Foundation and the Copperas Cove Crimestoppers. Her work in the community has inspired parents and staff to become more involved with the district and the community.
Through Cameron’s leadership, the Response to Intervention (RtI) model was put into effect and has increased student performance on standardized tests, and reduced the number of students with a learning disability referred for special education services. Her awareness of this model for early academic intervention and commitment to its implementation has greatly benefited the students of CCISD.
Cameron has 17 years of administration experience, three of which as superintendent of CCISD. She began her career as a sixth-grade teacher and has served as teacher, assistant principal, principal, professor, deputy superintendent and superintendent. Her last six years in education have been with CCISD.
Cameron graduated with a Bachelor of Science from Wesleyan University. She received her Master of Education from Tarleton State University and her Doctor of Education from Texas A&M University and Tarleton State University. She is certified as an Instructional Leadership Development (ILD) Trainer of Trainers, Professional Development and Appraisal System (PDAS) Trainer of Trainers and a TEA certified Provider of School Board Training. Other certifications include Professional Superintendent, Professional Mid-Management and Elementary Education with Math Specialization.
She is a member of many professional organizations such as Texas Association of School Administrators (TASA) where she serves as chairman of the Federal Relations Committee and American Association of School Administrators (AASA).
Each year candidates are chosen for strong leadership skills, dedication to improving the quality of education in their school districts, commitment to public support and involvement in education, and the ability to build good employee relations among teachers and staff members. Candidates are nominated by their respective school board, but respective school board members are not allowed to be on the panel of judges. A panel of judges consisting of regional school board members select the winner on the basis of his/her responses to a series of essay questions and on his/her personal interview with the panel. ESC Region12 will hold a reception in the fall to honor Cameron and Region 12 Teachers of the Year.
In August, the state committee will interview regional winners and select five state finalists. The SOTY will be announced October 3 at the TASA/TASB Convention in Houston.
